The Line

Difficulties in conferring blessings. Small perseverance brings good fortune; great perseverance brings misfortune.

Interpretation

One finds oneself in a situation where one has no way to give expression to one's good intentions such that they really come into view and are understood. Others push themselves in between and distort everything one does. Here one must be cautious and proceed gradually. One must not try to force through anything grand; for such a thing succeeds only when one already enjoys general trust. Only quietly, through faithful and conscientious work, can one gradually bring it about that conditions clear up and the hindrance falls.
